My service in Rubber Board India

Friends and relatives,

While I was working in a private company at Kasaragod in Kerala, I got employment in Rubber Board.in the year 1980. I got the appointment order very late ,ie, only two days prior to the scheduled date for reporting for duty. There was nobody to consult as to whether accept the posting or deny. Had I discussed the matter with my boss, he would have advised me to reject the offer. So silently without applying for leave, I proceeded to Kottayam. On the way I contacted with an advocate at Taliparmba. He managed to get a certificate from First Class Magistrate Taliparmaba. (this certificate was necessary to join duty at Rubber Board).. Before proceeding to the court he advised me to tell the Magistrate that I was a friend of the advocate for the previous 10 years, if any question was raised by the Magistrate. Nothing happened, I got the certificate and I paid the fee demanded by the advocate.

On reaching the Head Office at Kottayam, I met the then Jt. Rubber Production Commissioner Joy P Kora. I submitted the joining report direct to the then Secretary on 11.07.1980 Friday. He directed me to contact Dy. RPC Pillai sir at Ancheril building.. Medical certificate was not with me. He directed me to collect it from district hospital Kottyam
  Sri. Pillai Sir, introduced me to Sri. Mukundan Menon RPC who was handling a class for the 11 JFO trainees who reported for duty on 09.07.1980. I was admitted into the class by the RPC. On 12th July 1980 Saturday I proceed to home and informed parents that I relinquished  the job at Kasargd and joined with Rubber Board. Then submitted resignation letter to the company at Kasargod and reported for duty at Kottayam and continued the training.

On 11.07.1980 itself my colleges argued that my seniority would be at the last in the list as I reported for duty very late. I was not at all concerned with seniority but a better job. On completion of the training, I was posted at Palakkkad Regional Office of Rubber Board.

Palakkad RO:  (25.09.1980- 20.10.1980)

The Officer in charge was D Unnikumar and ADO Sri. P V Rjendran.  Sri. Radhakrishnan FO Mannarghat gave me one day training at Mannargahat in regard to registration of estates and S/s K I John and Mammen George (JFOs-Jr. Field Officers) gave me  the remaining training onRubber New Planting subsidy Schemes, 50% mannure  subsidy scheme, spraying subsidy schemes, etc.I was staying in a lodge near Palakkad town bus stand during the period. One daeached the lodge  after completion of work in the field and took rest in the afternoon. There was a clash between students and the staff of Kandaath bus, there was stone throwing  (mutual exchange) in and around the bus stand. I was held up in front of a hotel near to my lodge. By this time Sri. Unnikumaran, DO Development Officer) passed through the road in a jeep. and he saw me. On the next day when I reported at RO he asked me to submit one day casual leave and told me that . Puthariyil Kallu Kadichu , the first warning.

 Vadakkencherry JFO Office (21.10.1980 - 27.09.1982)

 On 21.10.1980 when I reached RO Palakkad by 4 pm after official tour, the DO asked me to go to Vadakkencherry with office jeep. The then driven Govindan Nair was ready to proceed  Vadkken  cherry with files pertaining to that area. The details of the building was given to me and the driver. I occupied the room and kept the files  inside the office. There I stayed in the up stair of a house owned by Sri. Sreedharan Pillai at Kammandra along with S/s Murali ( a student B com of Chittor College and at the same time a tuition master for even B Com students) and Chandran, Agri. Demonstrator. We three visited several places of tourist importance like Parambikula-Aliar, Pamba, Peechi, Eshimala, Trisoor pooram, Nenmara vela, Peringalkuthu, Idukki dam, etc.

A new bar opened at Vadakkencherry. I used to drink alcohol every day with friends and some times alone. As I was away from family, the situation was very  convenient for this. I got the vision that if I continue there I would become a drunkard and hence one day I met the then RPC Mukundan Menon sir at Ancheril buiding and requested for a transfer highlighting the above reason.  During that period a minimum three year service was required for a transfer. Shortly I got transfer to Alakode Field office in Kannur district.

Alakode JFO Office (1.10.1982 - 29.05.1985)

I took charge from Sri. Prince Sebastian, JFO on 01.10.21982. Two other JFOs were there, S/s  M G Satheesh chandrean Nair and K K Harindran. It is from here that I got my 1st office memo for my lacunae in submitting sample survey report in the prescribed time. This was a keavy station in terms of number of files. The consumption of liuour continued but in a reduced form. Got promotion as Field Officer.

Iritty Field Office (10.06.1985 -- 04.05.1988)

Sri. Jayakumar, JFOfrom Trivandrum was also there.Latr Sri. Moh'd Muneer JFO joined with me at iritty. Herre i could do several social activities joining with Indian Jaycees. Stayed with family at Vattiamthode and later at Mattara in rented houses. Purchased a second hand Yezdi motor cylcle from Mysore and stated to use the same for official purpose.

Karikkottakary ( 04.05.1988 - 31.05.1988)

A new Field Office was formed at Karikkottakay bifurcating the Iritty office and i was posted there. Rented house was not changed.

Pulikurumba (01.06.1988 - 19.11.1990).

Though it was a heavy station, I could complete inspection of all cases with average rate  of more than 10 and even joined with campaign inspection team. here I got promotion as Asst. Develsopment Officer and transferred to Diphu Regional Office.By this time I purchased land with a small house at Vennaikkadavu near payyavoor and shifted there with family. Operated my works  from Payyaoor.


Diphu Regional Office , Assam (28.11.1990 - 14.06.1991)

I had no prior information about my imminent promotion. I got the information of promotion from RO. visited the RO  by the middle of Npvember 1990. Sri. Kunhi Moideen, ADO of the RO advised me to immediatley proceed to Diphu by booking train ticket. I told him that my 2nd issue is only one year old and that I had no money to purchase ticket. Immediately he told me to ignore family for two years and he gave me enough money to book train ticket. On the same day I procedded to Kannur railway station and boolde train ticket. It was my first train tjourney also.

Reached Diphu on 28th November 1990. The condition of the area and office was very pathetic. The then DO Sri. Philipose was on long leave. The officer in chage was Sri.            . Only three Assistants were. One was Mr. Baishya and the 2nd one was Sri. Deb Nath who was absconding in connection with his police case and suspension form Rubber board, the 3rd one was Smt. Jyolsana W/o Sri. Deb Nath. She was on long leave.

 It was heard that Sri. Deb Nath quarreled with the ADO and ventured even to kill him. Hence he left Diphu and occupied shelter at Gowhaty Zonal Office. It was under this circumstances that I was promoted and posted there.One driver Sri. Abdul Guni and Peon Sri. Somar Worry were ther in addition. Two RegionalNurseries we managed there. Mijingdushsa nursery was in immediate charge of Sri. A baumantary and Tesso Ajur by Sri. Geore of alakode.Bishop of Diphu, one teacher from the Diphu HS, another Nair from Indame gas Agency were the only Malayalees there.

The houses in the area were not pucca. The walls were made of thatched bamboo and roofing wtih tin sheets. Extremeists problems were very serious. Hence I decided to stay in office itself. Sri. Deb Nath the Jr. Assistant under suspencion, sent a teleprinter message to Head Office stating that I was staying at office. Immediately Dy. RPC from Gauhaty office visited the Regional office to check this. By this time I got information about his visit and left the office during the same night and occupied another room with the help of Sri. Nair. The room was kaccha type.

First LTC for the year 1990 was lapsed as I was busy in achieving financial target. In the year early  1991 , Sri. Paripaan Development Officer was posted at Diphu and we stayed together.


 He proceeded on LTC to Kerala and joined with the PG Dip in NRP course at Mannuthy. I proceed to Kerala on LTC. and visited the Head office Kottayam. A Dy. RPC from HO asked me to submit an application for enrolment in PG Dip in NRP conducted by Kerala Agricultural university. sicne required number of persons were not availabe I was selected for the bactch.  Wehen I reached Diphu, I received the order with regard to the selection.

The only Jr. Assistant Sri. Byshya was on leave and hence I was doing the maintanace of cash bool, a new task. Sice two nurseries were there the cahs transation was very high. I decided to utilise the golden chance of tranfer to Mannuthy and hence transferred the charge of Regiona Office to Sri. Goswamy, FO with cashbalace. On counting itself it was clear some office  cash was with me due to wrong entries in the cash book. On reacheing kerala I reported the matter to the then DDF Sri George.   He actually appreciated me for revealing he mistake and adviced me to remit the cash with me to RO Diphu and i did accordingly.

PG Course KAU Mannuthy: 20.06.1991 to 11.08.1992

 The journey from Diphu (Assom) to Kottayam was in ordianary compartment utilising 5 days. Along with 11 other senior officers of rubber Board, I was selected for the course of PG Dip in NRP at Mannuthy Kerala Agricultural University in Thrissoor. I passed the course in 1992 with second rank.

 RO Taliparamba:  13.08.92 to 19.07.1993

I could not complete one year at Taliparamba which was the then declared home station. I was transferred to RO Udaipur

RO UADAIPUR: 20.07.1992 to 01.06.1995

When I reached Udaipur the officer in charge was an ADO and took charge from him. extremist activities was common there. Camped at a place close to office. No malayalees were there in office. Later Sri. A P Mathewkutty and Abdul Rahman joined as Development Officers.
